Celia joined IHE Delft as a Ph.D. candidate in September 2021 at the HydroInformatics and Socio-Technical Innovation Department. She works for the EU H2020 project “CLImate INTelligence: Extreme events detection, attribution and adaptation design using machine learning”. Celia’s research explores the potential of Climate Services to innovate traditional drought risk management to contribute to sustainability. More specifically, her research focuses on the trade-offs between the agricultural and environmental water use at the institutional water allocation system scale. Furthermore, her research looks at farmers' drought adaptation measures regarding water use, and how they may change when supported with climate service information.

With an interdisciplinary academic background in the field of water, she holds a Bachelor’s degree in Civil Engineering from Technical University of Madrid, a postgraduate degree in Water, Hygiene, and Sanitation for International Cooperation Projects from Universidad de Alcala, and a Master’s degree in Water Resources Engineering from Lund University. Before joining IHE, she worked as a water engineer for wastewater treatment, and most recently, she gained professional experience in the field of environmental hydraulics and eco-hydrology.
