IHE Delft at COP28

Water is a priority at the Conference of the Parties to the UN Framework Convention on Climate Change (COP28), to be held in Dubai, the United Arab Emirates, from 30 November to 12 December 2023. IHE Delft is taking part in and supporting several events at the Conference.
The Conference includes a Water for Climate Pavilion to facilitate dialogue on water-related challenges among delegates. Water is also a topic in the Children & Youth Pavilion, and it features at two of the thematic days (see COP28 schedule):
- 9 December - Nature, Land Use and Oceans
- 10 December - Food, Agriculture and Water
COP28’s water agenda will focus on three areas:
- conserving and restoring freshwater ecosystems
- enhancing urban water resilience
- bolstering water-resilient food systems

IHE aluma Rewa Assi will speak at this session as Youth Representative for UNICEF MENA. Together with other changemakers she will address the question of how will we navigate the intersecting climate and water crises in the coming decades? Young people have a pivotal role in shaping a climate-resilient, water-secure future. This intergenerational session will convene youth voices and local leadership representatives to collaborate and address current and future water issues in the Middle East and beyond. The climate-extremism nexus in Iraq: challenges and opportunities for peacebuilding. This event will address how climate change worsens water insecurity and its role in instability and the rise of extremist groups, particularly in Iraq. Discussions will cover strategies for preventing, preparing for, and responding to climate and water risks, mitigating water-related conflicts, and the benefits of early warning systems. This event is organised by the The Hague Centre for Strategic Studies (HCSS) in collaboration with the United Nations Office for Counter Terrorism (UNOCT), the Iraqi Ministry of Water Resources, Royal Netherlands Meteorological Association (KNMI) and will talk about security topics including the Water, Peace and Security Partnership. HCSS is a partner in the IHE Delft-led Water, Peace and Security (WPS) partnership.

Symposium: Water Cycles - COP28 Design Conversations.
IHE Delft programme manager Ain Contractor, as a member of the Anjali, Yugma Collective, will present at this side event, organized by the Dutch consulate. Together with speakers from India, Kuwait, and Bahrain, Contractor will discuss community movements for environment protection - highlighting everyday care practices of indigenous communities, whose cultures, economies, and ecological knowledges are tied deeply to open lands and waters. The symposium brings together thinkers from architecture, social practice and the arts to explore how design-focused and arts-driven practices can shape the understanding and health of water cycles across different geographies.Jameel Arts Centre

This high-level Presidency Event is co-organized by the WPS partnership and HCSS, in collaboration with the International Federation of Red Cross and Red Crescent Societies, and UN agencies. Participants will showcase how cooperative, equitable and sustainable water management practices enable peace and security in fragile regions affected by conflict. Winning with Water – Tools that support conflict sensitive adaptation.
This event is co-organized by the WPS partnership and HCSS. In an interactive panel, representatives of the HCSS, Deltares, and the Kenya and Sahel offices of Wetlands International, will discuss the nexus between climate and conflict and highlight best practices and lessons learnt from using innovative methods and tools to support timely, informed, and inclusive adaptation action in regions prone to water-related conflict. Science 2 Policy: Korea’s National Water Assessment
IHE Delft Rector Eddy Moors is a panellist at this second of a series of two science-based seminars, which will discuss the South Korean national water assessment, bridging the gap between science and policy. The panel will discuss pathways for implementation in several national contexts beyond South Korea. The water assessment was among gamechanger ideas introduced at the UN 2023 Water Conference in New York, where it received widespread acclaim from Member States and the scientific community.
